Main Functions(Profile):
1. To formulate and implement strategies, policies and guidelines, mid-term and long-term development programs and reform programs of public finance and taxation; to participate in macroeconomic policy making; to provide policy advice on macroeconomic regulations and balanced allocation of public funds with fiscal instruments; to formulate and implement policies regarding income distribution between the central and local governments and between the state and enterprises.
2. To draft laws and regulations on public finance and financial and accounting management; to enact and implement regulations and rules on fiscal, financial and accounting management; to organize international negotiations on external finance and debts and sign related agreements/accords.
3. To compile the drafts of annual central government budgets and final accounts; to organize budget implementation; to present reports on the central and local budgets and their implementation to the National People’s Congress and reports on the final accounts to the Standing Committee of the National People’s Congress on behalf of the State Council; to administer the public revenue, the extra-budgetary funds and the special accounts of the central government; to administer other governmental funds.
4. To propose tax legislation plans, review proposals on tax legislation and tax collection regulations with the State Administration of Taxation before reporting to the State Council; to formulate tax collection plans according to the budget; to propose adjustments on tax items, tax rates and tax incentives, including those temporary and special tax incentives that have a major bearing on the central finance; to participate in foreign-related tax negotiations and international tariff negotiations; to sign foreign-related tax agreements/accords; to formulate tax agreement and convention templates; to perform the secretariat functions for the Tariff/Tax Regulation Committee of the State Council.
5. To administer the central expenditures; to formulate and implement government procurement policies; to manage the budgetary non-trade-related foreign exchange of government agencies, public institutions and social organizations as well as budgetary balance of payment; to promulgate national uniform standards and policies of some expenditures; to formulate and implement the Accounting Regulation for Public Institutions and the Accounting Regulation for Government Agencies; to formulate financial regulations on capital construction.
6. To formulate and implement the distribution policies for the state and enterprises, to manage expenditures from the central treasury to support enterprises; to promulgate and implement the General Principles of Enterprise Accounting; to supervise financial management of the enterprises directly affiliated to the central government and manage the proceeds of state-owned capital; to consolidate and analyze the final annual financial accounts of national enterprises.
7. To administer and supervise the central government expenditures for economic development, the appropriation for central government financed projects, and funds for technological innovation and new product testing; to manage central government funds for comprehensive development of agriculture; to formulate and supervise the implementation of the General Principles on Enterprise Accounting.
8. To manage the social security expenditures from the central government; to formulate the accounting management rules on social security funds; to monitor the utilization of the social security funds.
9. To formulate and implement policies, rules and regulations on managing government’s internal debts; to prepare plans for treasury bond issuance; to formulate policies, rules and regulations on managing government’s external debts; to undertake external negotiations/talks on loans from foreign governments, World Bank, Asian Development Bank and Japan Bank for International Cooperation; to participate in international financial organizations on behalf of the Chinese Government.
10. To formulate and implement accounting regulations and the Enterprise Accounting Standards; to formulate and monitor the implementation of the government’s overall budgets and accounting regulations governing the government agencies, public institutions and industries; to guide and monitor the operations of certified public accountants and accounting firms; to guide and regulate the auditing business; to review and approve the establishment of representative offices and branches of foreign accounting firms in China.
11. To monitor the implementation of fiscal and tax policies, laws and regulations; to identify the major problems in the management of fiscal revenues and expenditures; to put forward policy suggestions on strengthening fiscal management; to administer resident offices of the Fiscal Supervision Commissioners.
12. To formulate fiscal research and education plans; to organize fiscal training; to promote fiscal information dissemination.
13. To undertake other assignments designated by the State Council.

    • </p> <p style="line-height:180%;">To participate in the study on the reform of state and enterprise distribution policies; to participate in the study on state industrial policies and enterprise reform policies; to lead the enactment (modification) of General Rules on Enterprise Finance and organize implementation accordingly; to supervise the submission of proceeds on state-owned assets, and put forward draft of budget compilation on state-owned assets; to supervise the fiscal affairs of central state-owned enterprises (not including enterprises of finance, military, grain, railway etc.); to formulate administrative rules for the fiscal affairs of the overseas enterprises and foreign investment enterprises; to be responsible for the administration of the loss compensations directly appropriated from the state treasury, as well as tax refunds and other expense items, to enterprises owned by the central government; to participate in the study, enactment and implementation of policies with regard to lease, auction, merger, bankruptcy and restructuring of state-owned enterprises; to participate in the organization and establishment of enterprise groups and practice of shareholding system reform etc., and enact relevant fiscal administrative system; to be responsible for the administration of asset assessment sector, liaise with and guide the operations of the China Asset Assessment Association; to guide the administration of fiscal affairs of local enterprises manage centrally the special compensation funds for localities. </p>

    • To study the monetary policies and their coordination with fiscal policies; to be responsible for the basic management of the state-owned assets of financial institutions, organize the identification, verification and definition of capital fund entitlement, as well as related registrations, statistics, analysis and appraisals of state-owned assets of the financial institutions; to administer the transfer of state-owned assets of the financial institutions, supervise the submission of proceeds on state-owned assets; to formulate the administration rules for assets and fiscal affairs of banking, insurance, securities, credit entrustment and other non-financial institutions and organize their implementation; to guide the supervision and administration of assets and fiscal affairs of the local financial institutions; to study government policies on issuing external debts and formulate administrative rules accordingly; to handle the overseas debt issuance by the Chinese government and sovereign credit rating; to compile annual principal repayment and interests payment budgets and final accounts for coordinated government borrowing and repayment of external debts; to be responsible for the external talks, negotiations and agreement signing on foreign loans (including the untied loans and co-financing loans from Japan Bank for International Cooperation), formulate related policies and rules, and supervise and administer the utilization of the loans and their repayment; to formulate and organize the implementation of the policies, state ceiling and rates for export credit insurance; to formulate policies and rules for the bonding industry and supervise and administer it.

    • To study and analyze the issues of the international finance and economy, and put forward relevant policy suggestions; to be responsible for the international multilateral and bilateral financial cooperation; to be responsible for the external negotiations and talks on loans of World Bank and Asia Development Bank, as well as bonding and co-financing; to be responsible for the work of the China Country Directors in World Bank and Asian Development Bank; to participate in the negotiations, on-lending and repayment of loans from International Fund for Agricultural Development; to put forward suggestions on annual budget for foreign affairs expenses of the Ministry departments and directly affiliated institutions, be responsible for the functions of the Office of Hong Kong and Macao SAR and Taiwan Affairs; to organize the overseas studies and training for the personnel of the Ministry

    • Responsible for pushing forward economic and finance dialogue designated by the State Conical, study and put forward policy suggestions and dialogue directions, undertake works on contact, coordination and consultation. In charge of works on bilateral cooperation of all mechanisms, including Sino-U.S. strategic economic dialogue, Sino-British financial and economic dialogue and other 8 bilateral mechanisms. To study and to analyze major financial issues and hotspots, and put forward correlation suggestions.

    • To administer the national accounting; to study and put forward suggestions on accounting reform and policies; to draft accounting laws and regulations and national unified accounting rules and organize their implementation; to administer the practitioner qualifications for accounting in the country; to be responsible for the administration of national accounting positions titles; to guide and administer social auditing; to guide and supervise the accounting computerization; to be responsible for the pilot projects of accounting accreditation rules.

    • To formulate policies and rules on fiscal supervision and inspection; to supervise the implementation of fiscal and taxation regulations and policies; to inspect and report major issues in the management of administrative revenues and expenditures, put forward policy suggestion for strengthening fiscal administration; to investigate and punish major fiscal discipline violations; to administer the operation of the Special Fiscal Inspector’s Office; to supervise and inspect the implementation of the fiscal regulations, policies, rules and budgets by various departments of the Ministry; to supervise the administration of fiscal revenues and expenditures of the affiliated institutions of the Ministry.
  8. Office of National Agricultural Comprehensive Deve

    • To administer unifiedly the comprehensive agricultural development of the country; to formulate policies on comprehensive agricultural development and rules for the administration of projects, funds and fiscal affairs; to compile programs for comprehensive agricultural development; to administer and coordinate the central treasury funds allocated for comprehensive agricultural development; to organize the inspection on the project implementation of comprehensive agricultural development.

    • To administer the personnel affairs of the Ministry departments, the directly affiliated undertaking institutions and resident agencies; to investigate and study the building of cadre forces of fiscal institutions of the country; to enact education programs for fiscal institutions, organize their implementation and guide local fiscal education; to administer and coordinate relevant work of the accounting colleges directly affiliated to the Ministry. </p>

    • Office of Countryside Comprehensive Reform by the State Council is formerly named Office of Panel of Countryside Taxation Reform by the State Council. After the cancel of agricultural tax, the State Council agreed the rename of the office in the August of 2006, in order to adapt to the new situation of agriculture & rural development, and to advance new countryside construction of socialism.

    • To study fiscal reforms and policies; to analyze and forecast macroeconomic situations, put forward suggestions on the adjustment of economic policies and application of financial and taxation policies in the adjustment and control of economies; to be responsible for the study and coordination on important financial and taxation reform plans; to formulate policies for fiscal distribution and reform plans for labor payroll system and participate in the administration of establishments; to put forward policy suggestions on the adjustment and reform of housing system and the system for state-owned land use, sea spaces and mineral resources, as well as other economic system reforms; to formulate policies, regulations and rules for the administration of government non-tax revenues; to be responsible for the review and approval of national and central government department funds and the administrative undertaking fee collections, participate in the confirmation of standards and formulate administrative rules and measures; to supervise and administer unifiedly the central government undertaking fee collections and vouchers of governmental funds and supervise and guide the application of fee-collection vouchers; to study lottery laws and regulations, enact lottery administrative policies and rules, and review, verify and assign lottery issuance plans and supervise the lottery market.
