Main Functions(Profile):
1. To formulate development strategies, guidelines, policies and regulations for highway, waterway transportation sectors and supervise their implementations;
2. To formulate development programs, mid-term and long-term programs for highway and waterway sector and supervise their implementations; to be responsible for the guidance of statistics and information for transportation sector;
3. To adjust and control the transportation of important goods of the state and emergency passenger and cargo transportation; to organize the implementation of the construction of major state transportation projects of highways and waterways;
4. To guide the system reform of transportation sector; maintain law and order of fair competition in the transport sector of highways and waterways; to guide the structure optimization and coordinated development of the transportation sector;
5. To organize the construction, maintenance and fee-collection of highways and other infrastructure facilities; to be responsible for the sector administration of automobile service market, vehicle driving schools and drivers training;
6. To organize the construction, maintenance and fee-collection of waterway infrastructure construction; to be responsible for the supervision of the water traffic safety, inspection of the vessels and marine facilities and prevention of vessel pollution, marine navigation support, salvage and raising, communication and navigation; to conduct sector administration of vessel agents, foreign vessel cargo management, waterway dredging, and the use of coast deployment by the construction of port and harbor facilities;
7. To formulate policies, technical standards and norms for the development of transportation sector; to organize major S&T development, push forward technical progress in the sector; to guide the high-level education, adult education and vocational education in the transportation sector;
8. To be responsible for the administration of human resources, labor payrolls, establishments of the ministerial institutions and directly affiliated units; to administer key leading cadres of the directly affiliated units; to guide the building of employee forces in the transportation sector;
9. To be responsible for the external inter-government exchanges in the transportation sector, guide the utilization of the foreign investment; to administer other matters of highway and waterway transportation related to international organizations, and conduct international economic and technical cooperation and exchanges in respect of transportation;
10. To administer and guide the public security of ports and marine transportation;
11. To undertake other assignments designated by the State Council.

    •   To organize and coordinate Ministerial work, study on policies of transportation industry, formulation of important reports and comprehensive documents; to be responsible for the administration of on-duty shift, secretary work, administrative information, confidential work, secrets protection, complaint correspondence and visits, archives and ministerial logistics; to be responsible for the organization of the important conferences.

    •   1. To undertake the work of Maritime Search & Rescue Center; 2. To be responsible for the organization, coordination and command of the emergency actions on major marine salvages and vessel pollution accidents, undertake the on-duty shift during responses to major marine salvages and vessel pollution accidents; 3. To draft the policies and regulations on marine salvages, formulate emergency response plans and related regulations and systems for marine salvages and vessel pollution accidents; 4. To be responsible for the construction of the state emergency response information system for marine salvages and vessel pollution accidents, coordinate and guide the construction of local emergency response information system for marine salvages and vessel pollution accidents; 5. To guide local emergency responses to marine salvages and vessel pollution accidents and conduct training of related personnel; 6. To honor related international treaties, conduct exchanges and cooperation on emergency responses to marine salvages and vessel pollution accidents; 7. To undertake day-day work of the joint Inter-ministerial Meeting of the State Council for Marine Salvages; 8. To undertake other tasks assigned by the Ministry of Transport.
  3. Bureau of Public Security

    • To administer and guide the public security work in ports and navigations. The Public Security Bureau submits to the dual leadership of both the Ministry of Transport and Ministry of Public Security with the major authority from Ministry of Public Security on operation aspect.
  4. Department of International Cooperation

    •  To administer the foreign affairs in respect of transportation; to be responsible for the foreign-related intergovernmental affairs in the transportation sector; to administer the highway and waterway transportation in connection with international organizations, conduct international cooperation and exchanges on transportation technologies.
  5. Department of Science and Technology

    • To formulate and supervise the implementation of the programming and policies on the science and education of highways and waterways industry; to organize and coordinate related important scientific innovation and research; to undertake the formulation and measure of related standards; to undertake the coordination work involving with the standard of the comprehensive transportation system.
  6. Department of Security Supervision

    •  To formulate emergency preplan and supervise the production safety of highways and waterways; to guide the work related to production safety and accident disposal; to undertake the supervision and administration of the production safety of the highway transportation and waterway transportation of the enterprises; to organize and participate in the investigation on related accidents; to coordinate the key organizations and institutions of the State; to undertake the work related to national defense and preparedness.
  7. Department of Road Transportation

    •   To undertake the supervision and administration of urban and rural road transportation market; to guide the administration of urban passenger transport, formulate related policies and standards and supervise their implementation; to undertake the management of transportation projects, transit vehicles, transport junctions and transport depots; to undertake the management of vehicle maintenance and repair, comprehensive performance test of transit vehicles, automotive vehicle driver training centers and automotive vehicle driver training; to guide the work of urban public transportation, mass transit operation, motorbus and automobile leasing and renting; to undertake the management of trans-provincial passenger transport and automobile embarkation/disembarkation; to undertake the management of logistics market.
  8. Department of Water Transport

    •   To formulate sector policies, regulations and technical standards on waterway infrastructure construction and transportation; to safeguard the fair competition rules of the waterway transportation; to be responsible for the administration of the construction of waterway infrastructure projects; to be responsible for the maintenance and management of the waterway transportation facilities; to be responsible for the administration of waterway transportation fee-collection and the waterway transportation services of international and domestic waterway transportation, ports, shipping agents and foreign ship cargo management; to organize the implementation of state important goods transportation and emergency transportation.
  9. Department of Road Networks

    •   To formulate the policies, regulations and technical standards on highway constructions and road transportation; to maintain the equal and fair competition in the highway construction and road transportation sectors; to supervise and administer the implementation of the key highway construction projects; to be responsible for the administration of the highway toll fee-collection, maintenance, road management, and toll highways; to be responsible for the sector administration of the road transportation, automobile maintenance and repair market, driving schools and driver training; to be responsible for the formulation of policies on transportation rates and administration of automobile border crossing transportations.
  10. Department of Human Resources and Labor

To implement CPC and state guidelines, policies, regulations on cadres, labor payrolls, establishments etc, formulate related plans, provisions, standards and administrative methods, and supervise their implementation; 2. To be responsible for the administration of civil servants of the Ministry; to be responsible for the centralized administrations of affiliated institutions in reference of the administration of civil servants; to guide the building of professional and technical talent forces in the transportation sector and the personnel system reform of the institutions affiliated to the Ministry; 3. To be responsible for the organizing and building of leadership groups under administration of the Ministry, ideology and styles, as well as review and verification, appointment and dismissal, reshuffle, training, supervision, honoring and punishment of ministerial cadres and cadre reserves; 4. To be responsible for the reform of position title system in institutions affiliated to the Ministry, employment of graduates of average high schools, cadre transfers and reallocations, settlement of cadres retired from the army, review and verify personnel making official visits abroad and importation of foreign intellects; 5. To be responsible for the building of professional qualifications and appraisal system of special trade skills in the transportation sector; to plan for, establish and administer professional qualifications of the transportation sector; to organize, formulate appraisal criteria and norms for the appraisal of special trade skills in the transportation sector; 6. To be responsible for the establishments of the Ministry, resident units dispatched by the Ministry, institutions affiliated to the Ministry and overseas (including Hong Kong and Macau regions) offices; to be responsible for the centralized administration of associations and organizations; 7. To be responsible for the administration of labor payrolls of the institutions affiliated to the Ministry and labor wage statistics of the transportations sector; to formulate and revise the labor force quota, payroll system and subsidy standards in the transportation sector; 8. To guide the work on labor insurance, occupational health and the prevention and control of major contagious diseases in the transportation sector; to administer the law enforcement of the health supervision organs in the transportation sector; 9.   11. Department of Finance

    •   1.To implement the state fiscal and economic guidelines, policies, laws and regulations, formulate regulations and rules for financial accounting, administration of state-owned capital funds and ministerial special funds, and guide the administration of financial affairs of transportation sector and state-owned capital funds; 2. To organize the study and formulation of financing policies of transportation sector, coordinate related fiscal and tax policies, guide the fiscal and financial reform of transportation sector; to be responsible for the inspection of the institutions affiliated to the Ministry; to be responsible for the supervision and inspection of the utilization of the central government fiscal funds under the administration of the Ministry and collection of related transportation fees; 3. To be responsible for the gathering, sorting, analyzing and releasing of financial indexes of the transportation sector; 4. To be responsible for the administration of highway and waterway transportation infrastructures invested by the central government and the state assets of the institutions affiliated to the Ministry, organize and implement related assets assessment, defining ownerships, statistics gathering and analysis, asset disposal, asset liquidation and capital verification, share ownership establishment etc; to be responsible for the administration of government procurement; 5. To be responsible for the administration of the highway toll right transfers and pledges; 6. To be responsible for the compilation, review, submission, instruction reply and assignment of the estimates and final accounts of the ministerial departments, affiliated institutions, special ministry-managed funds and capital constructions; to be responsible for the establishment and administration of budget item data base of the Ministry; 7. To be responsible for the centralized administration of the non transport pricing and related fee collection; to organize and handle the deployment and account settlement operations of the special funds under the Ministry and implement financial supervision accordingly; 8. To be responsible for the administration of financing, credit, foreign exchange, foreign investment utilization and other related financial affairs for the highway and waterway infrastructures, and the financial administration and accounting of undertaking operation funds from national fiscal appropriations and special appropriations; 9. To guide the legal work of transportation sector, be responsible for the publicity of laws and administration by laws; to be responsible for the handling of administrative reviews of transportation; 4. To be responsible for the publicity of transportation sector, guide and organize press release of transport sector, to be responsible for the centralized administration of press and publication work of newspapers, magazines of related institutions; 5. To guide the building of spiritual civilization of transportation sector, be responsible for the centralized administration of the sector civilization creations; 6. To guide the system reform of transportation sector, organize the study and participate in the implementation of major transportation system reforms; 7. To be responsible for the centralized administration of the quality supervision and energy conservation of transportation sector; 8.     •     To supervise and inspect the implementation of the CPC guidelines, policies and resolutions by the Administration departments and their adherence to state laws and regulations, implementation of the State Council and its ministries’ decisions, implementation of the CPC party work style and accountability system of clean government administration; to assist the party leadership group in the construction of party work styles and clean and honest administration, the rectification of Sector Malpractices, the education and propaganda of clean and honest administration; to accept the indictment and appeal of supervisees and investigate the violation cases of CPC party disciplines and government disciplines by the supervisees; to investigate the enforcement of national law and participate in the investigation of the important and serious accidents out of negligence in the transportation sector.
